BRICS Civilization Dialogue Fosters Closer, Friendlier World

On September 24, 2024, the BRICS Civilization Dialogue was held in the Russian city of Kazan, with the participation of over 300 experts, scholars and young representatives from various fields and institutions from the BRICS countries. The event was jointly organized by China's State Council Information Office, the government of the Republic of Tatarstan of the Russian Federation, and the Chinese Consulate-General in Kazan, undertaken by the China Intercontinental Communication Center and the Kazan Federal University. Under the theme "Gathering the Power of Cultural Exchange to Build a Better Future for BRICS," participants shared their experiences in advancing cultural exchanges among BRICS countries. They recounted the moving stories of how these nations have enhanced understanding and deepened friendships through cross-border and cross-temporal dialogues. They also highlighted how practical cooperation, characterized by mutual inspiration and support, has enabled BRICS members to progress together and achieve shared development.

During my recent visit to China, I was deeply impressed by the country's development and the warmth and hospitality of its people. China has mastered the balance between preserving its ancient traditions and embracing remarkable technological innovation. I was particularly struck by how well-organized the cities are and how seamlessly technology is integrated into everyday life. This visit reaffirmed my belief that the exchange between our countries holds immense potential synergy.

Just as this event in Kazan, Russia, will ignite new experiences and opportunities, such exchanges broaden our perspectives and forge lasting emotional and cultural connections. These bonds allow each participant to return to their home country with a fresh perspective and a deeper appreciation for the culture and advancements of China.

Unity and Cooperation Key to Overcoming Adversity

On February 9, 2021, Brazil time, several days before the Chinese New Year, the Rio de Janeiro State Parliament and the Consulate-General of China in Rio prepared to celebrate the significant occasion. However, due to the ongoing COVID-19 pandemic, which had impacted the world for over a year, this event took place virtually, with all attendees connecting via computer screens.

The celebration marked the commemoration of Law No. 7471, passed in October 2016 through the initiative of State Representative Tia Ju, which officially included the Chinese New Year in the official calendar of the State of Rio de Janeiro.

On this occasion, the Consulate-General of China donated 80,000 protective masks, one of many donations that began in April 2020, when the Chinese government demonstrated its solidarity with Rio de Janeiro's COVID-19 challenges.

At that time, Tia Ju was leading the Rio de Janeiro Social Assistance Department, and I served as the Communication Coordinator. Our state faced immense challenges with the unhoused population, a highly vulnerable group severely affected by the pandemic. Tia Ju spearheaded efforts to shelter, feed, care for, and most importantly, protect these individuals from infection. China's aid during this period reinforces a historic relationship spanning over 200 years, dating back to 1810 when the first Chinese immigrants landed in Rio de Janeiro to work in tea cultivation in the Tijuca Forest.

During the COVID-19 pandemic, this long-standing relationship was further strengthened. The State of Rio de Janeiro received various forms of assistance from both the Chinese government and the local Chinese community. Between April to August 2020, during the peak of the pandemic, the Chinese government, enterprises, and the Chinese community in Rio de Janeiro provided critical support to hospitals and medical institutions, impoverished communities, and vulnerable families in Rio. These donations included ventilators, masks, gloves, personal protective equipment, food and hygiene products. Additionally, they shared data and expertise on virus control, treatment protocols and vaccine development. These efforts are too numerous to fully enumerate.

Chinese culture has numerous sayings about cooperation and empathy. One such saying is “ 同舟共济 ” (tóng zhōu gòng jì), meaning "Sailing together in the same boat." It reminds us that during challenging times, unity and cooperation are essential to overcoming adversity.

We extend our sincere gratitude to China for standing with the people of Rio de Janeiro during such a difficult time. Through this partnership, we have emerged stronger.
