Xizang won peaceful liberation in May 1951, and experienced the democratic reform in 1959 which brought to an end the theocratic feudal serfdom that had endured. In 1965, Xizang Autonomous Region was established, and the socialist system has since prevailed in that part of China. Following the introduction of the reform and opening-up program in 1978, the drive for modernization has brought extensive benefits to Xizang as much as to any other part of the country. With the full-out support of the national government, a thriving autonomous region has appeared.
In 1994, the Third National Symposium on Work in Xizang was held in Beijing, and the central government decided to provide paired-up assistance for Xizang.
At the Seventh National Symposium on Work in Xizang in August 2020, President Xi Jinping stressed a long-term commitment to the country's policy to ensure that Xizang has support from the central authorities and assistance from the whole country.
The successful practice of paired-up assistance to Xizang represents a major initiative for better-offs to help those still lagging behind, aiming for the ultimate goal of common prosperity. It is a vivid case of the Chinese people of all ethnic groups uniting and striving to achieve common prosperity and development, a powerful manifestation of the superiority of the socialist system, and a perfect example of "Chinese path to modernization is the modernization of common prosperity for all."
Achievements of paired-up assistance to Xizang
This year marks the 30th anniversary of the country's implementation of paired-up assistance in Xizang. Over the past three decades, the institutionalized program has brought substantial investment, practical technology and essential talent to Xizang. This support has driven Xizang's economic and social progress in all respects.
Personnel assistance: Under the strategic deployment and general policy of paired-up assistance to Xizang, a three-year rotation mechanism of government workers to Xizang has been adopted since 1994.
Statistics show that, so far, 17 provinces and municipalities directly under the central government, 78 central and national ministries and commissions, and 27 centrally-administered state-owned enterprises have provided paired-up assistance to Xizang, dispatching 10 batches of nearly 12,000 government workers and talents to this autonomous region. They have worked proactively to promote high-quality development of the plateau economy, and diligently improve local people's livelihood and unity, thereby helping Xizang historically get rid of absolute poverty and join the rest of the nation in building a moderately prosperous society in all respects.
