The latest technological revolution, led by the new generation of artificial intelligence, is sweeping across the globe with disruptive momentum. While it transforms traditional patterns of production and life, it also imbues human rights with new theoretical meanings and practical implications. In this era of intelligent technology, respecting and safeguarding human rights has become a prominent trend and feature in the global evolution of human rights. China firmly holds the belief that "a happy life is the greatest human right" and is committed to promoting a balanced development between technological innovation and human rights protection.

Fundamental purpose of human rights protection in era of intelligent technology

Technology and human rights are intricately linked. The rapid advancement of artificial intelligence (AI) technology has ushered in both benefits and dividends of the intelligent technology era, as well as uncertainties and risks that could impede and threaten human rights development. Thus, addressing how to promote and protect human rights within the digital technology context is a pressing concern in this era.

In June 2024, President Xi Jinping delivered a video speech to the opening ceremony of the celebration for the 60th anniversary of the United Nations Conference on Trade and Development, advocating for "following the people-centered, AI-for-good principle and strengthening AI-related rules and governance within the framework of the United Nations." Emphasizing the "for-good principle" as the foundational value of technological ethics or the "bottom-line value," this approach transitions from technology serving people to intelligence serving the greater good, epitomizing a people-centered philosophy in technological development. Realizing responsible innovation and development of artificial intelligence fundamentally involves upholding the core value of human agency, enhancing human rights protection through technological advancements, and fostering people's well-being.

China commits to innovating artificial intelligence technology under the principle of minimizing harm to individual life, safety and mental health, fully respecting the basic rights of digital activity participants, and safeguarding personal information, privacy rights and data security. It is essential to unlock the potential and value of artificial intelligence while ensuring that its development remains under human oversight and control.
