Harvesters are used to reap wheat in Tancheng County, Linyi City, east China's Shandong Province, May 27, 2024.

The Central Rural Work Conference in 2015 proposed the concept of adopting an all-encompassing approach to agriculture and food. From then on, the concept has appeared time and again in national conferences, documents, and even laws.

In October 2022, when the 20th National Congress of the Communist Party of China (CPC) was held in Beijing, the concept of an all-encompassing approach to food appeared in its report. The report also called for effort to develop protected agriculture, or facility agriculture, and build a diversified food supply system.

In December 2023, China promulgated the Food Security Law, which clearly stipulates the need to adopt an all-encompassing approach to food and develop food sources in multiple ways, so as to satisfy the growing need of the general public for diversified variety, quality and nutrition of food.
