China has been ramping up efforts to hunt down international fugitives and take this as a supplement and extension of domestic Party conduct and clean government construction and anti-corruption struggle. In January 2014, Chinese President Xi Jinping told the third plenary session of the 18th Central Commission for Discipline Inspection of the Communist Party of China (CPC) that efforts should be made to hunt down international fugitives.
"Foreign countries should not be allowed to become a 'safe haven' for some corrupt elements," President Xi said, adding that even if corrupt elements have fled to the ends of the world, they must be brought back to justice. Regardless of how long it might take, be it five, 10, or even 20 years, we are determined to cut off any escape route for those corrupt individuals, he stressed.
