Democracy and human rights are intricately intertwined. A society's inability to furnish avenues for public expression and inclusion in political decision-making renders political participation unattainable for its populace. It is evident that the extent of democratic realization directly impacts the trajectory of human rights development.

The Central Committee of the Communist Party of China (CPC) and the Chinese government have long upheld the tenets of human rights, persistently amalgamating the universality of human rights with its specific context. They hold that the advancement of whole-process people's democracy stands as a pivotal facet of China's modernization trajectory. What exactly is the whole-process people's democracy the CPC advocates? Whole-process people's democracy epitomizes the broadest, most genuine, and most effective form of democracy. It transcends conventional democratic constraints, accentuating democracy not solely as a matter of elections and voting but also as ensuring widespread public participation across various sectors and phases of national politics and social life. Embracing whole-process people's democracy fosters social equity, upholds human rights and the rule of law, propels holistic development encompassing economic, social, cultural, civil and political rights, and notably enhances the safeguarding of people's rights to subsistence and development.
