The second session of the 14th National People's Congress (NPC) and the second session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) were held on March 3–11, 2024. The annual sessions (hereinafter referred to as "two sessions") are among the most important political events for China.

During the "two sessions," what were reportedly discussed were "rural revitalization," "law-based governance," "elderly care," "employment," "medical care," "community governance," "excellent traditional Chinese culture," etc.

Buzzword 1: Rural revitalization

In 2020, China won the victory in the battle against poverty. How China can promote comprehensive rural revitalization and build prosperous villages in the new era was much discussed during the "two sessions."

China Democratic League (CDL) Central Committee: Emphasize the role of "village talent" in rural revitalization

The CDL Central Committee pointed out that "village talents" refer to those who are rooted in and deeply attached to their home villages. Relevant studies point to the fact that there was not enough assistance from social platforms or organizations for them to have much room to maneuver in doing more work for their hometowns.

The CDL Central Committee offered four recommendations: 

First, build a village talent culture to serve as the cultural basis for building a beautiful village.

Second, encourage local leaders to seek more ways and means for village talents to participate in rural revitalization. Additionally, establish a village talent liaison platform and a work guidance system.

Third, encourage systematic innovations that will turn village talents into a driving force for optimizing rural governance. 

Fourth, adopt and implement policies that will help village talents to work hard for the revitalization of their hometowns.
