The report to the 20th National Congress of the Communist Party of China (CPC) in 2022 pointed out, "Whole-process people's democracy is the defining feature of socialist democracy; it is democracy in its broadest, most genuine and most effective form." The great idea of whole-process people's democracy creatively put forward by China reflects socialist democracy's institutional advantages, points out the way forward and fundamental principles for upholding and developing people's democracy in the new era, and provides Chinese contribution to the world political civilization.

Enhancing democratic development

For over a century, the CPC has held high the banner of people's democracy and led the people to transform a millennia-old semi-colonial and semi-feudal society into a democracy in which the people run their own country, society and their destiny. Since the 18th CPC National Congress held in 2012, when the CPC put forward the concept of whole-process people's democracy, the great idea has been energetically promoted, further transforming democratic values and ideas into scientific and effective institutional arrangements and concrete democratic practices for ushering China onto a road of Chinese path to modernization featuring whole-process people's democracy.
