Since the 18th National Congress of the Communist Party of China (CPC) in 2012, General Secretary Xi Jinping has shown foresight and taken fostering virtue as the fundamental task of education, stressing that the real issues of education have always been "the education for whom, to whom, and how to educate," which has brought together the majestic power of nurturing people for the Party and the country and provided a strong guarantee of talent and intellectual support for the great rejuvenation of the Chinese nation. General Secretary Xi Jinping's series of important remarks on education are an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and a fundamental principle and guideline for China's education work in the new era.

In the 1980s, when working as the Party Secretary of Zhengding County, Hebei, Xi Jinping learned from the local people that the most dilapidated houses in many villages were schools. He checked out the primary school in Beijia Village and found that the school building was indeed in disrepair conditions. He then requested the village leaders to move the school into the best house in the village. After that, the Zhengding Party Committee decreed to require all townships and villages in the county to follow this principle to the letter, and Xi himself visited the schools personally whenever he had time. Meanwhile, the Zhengding County government raised 1.87 million yuan for improving school conditions. Some 1,020 classrooms in the dilapidated buildings were repaired or demolished. This made it possible for 16 villages to have new school buildings furnished with more than 3,000 sets of wooden desks and chairs for children.

When Xi later worked in Fujian, Zhejiang, and Shanghai, he always stressed the necessity to look at issues at a strategic level of economic and social development and give priority to education.
