Over the past 100 years since its founding in 1921, the Communist Party of China (CPC) has united with and led its people in unremitting struggle, pioneering the cause of socialist culture; socialist culture has flourished and become popular; China's cultural confidence has been significantly enhanced; the cohesion and influence of Chinese culture have been comprehensively enhanced. Since the 18th National Congress of CPC in 2012, the CPC Central Committee, with General Secretary Xi Jinping at its core, has proceeded from the grand goal and strategy of building a modern socialist country and realizing the Chinese Dream of National Rejuvenation. With a new historical orientation, it has coordinated efforts to pursue the Five-Sphere Integrated Plan for "coordinated progress in the economic, political, cultural, social and eco-environmental fields," worked to build China into a country with a strong socialist culture, and comprehensively promoted the development of socialist culture with historic achievements and valuable experience.
As an important part of the integrated plan, cultural advancement requires joint efforts and mutual support between urban and rural areas and needs to proceed in a coordinated way as the country pushes for urbanization and rural vitalization. With economic development and urbanization, China's urban development has made significant achievements, and the functions and roles of cities have become more and more prominent, while urban society has undergone unprecedented and profound changes. The agglomeration of industries and employment opportunities and the improvement and opening of public service systems in cities have attracted the inflow of rural residents and stimulated population movement. New urban residents are increasing in large numbers, new urban communities are emerging, new urban areas are expanding rapidly, the content and ways of urban life are more colorful, urban cultural development is more vigorous, and cultural needs are growing and becoming more diverse. For this reason, we should base urban development on the new era, assume new tasks, take on new challenges, further deepen the understanding of the connotation of urban culture and the laws of urban development, and give a better play to the leading and supporting role of culture.
