The major speech made by General Secretary of the CPC Central Committee Xi Jinping at a joint session of the National Conference on Scientific and Technological Innovation, the academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and the Ninth National Congress of the China Association for Science and Technology in 2016 provides a grand blueprint for building China into a world leader in science and technology.
