On February 16, the Yunnan Provincial Party Committee and the Provincial Government issued the Three-Year Action Plan for Implementing the Spirit of General Secretary Xi Jinping's Important Speech in Maintenance and Operation of the China-Laos Rail way, and Development and Construction of the Areas Along the Line  (hereinafter referred to as the "Action Plan").
