The year 2021 marked the centenary of the Communist Party of China. Under the strong leadership of the Party, China has created two miracles in the world, namely rapid economic growth and long-term social stability. China has made historic achievements in science and technology, from its humble beginnings to the forefront of science and technology in the world, demonstrating the advantages of the Chinese system. General Secretary Xi Jinping pointed out that science and technology are universal and contemporary, and are the common wealth of humankind. The Chinese science and technology community has always been geared to the needs of the world and the future. It has participated in global science and technology governance and coordinated development and security. It has planned and promoted innovation with a global perspective, promoted high-level opening and cooperation, and unswervingly contributed China's science and technology to building a human community with a shared future.

I. Maintain a Global Vision and Make Working Together to Solve the Common Problems Affecting Human Development the Main Direction of Scientific and Technological Development for the Sake of the World

At present, the world is impacted by the combination of the profound changes of a kind unseen in a century and the global Covid-19 pandemic, and a new round of scientific and technological revolution and industrial change is under full swing. At this juncture, there is an urgent need for the global science and technology community to act together to activate new dynamics of innovation and cooperation. As General Secretary Xi Jinping pointed out at the Session I of the 16th G20 Leaders' Summit, "Innovation is a decisive factor in promoting economic and social development and in addressing the common challenges to humanity." To address challenges that concern the shared destiny of humanity, the global science and technology community must strengthen high-level opening and cooperation, provide systematic and high-quality solutions, and effectively respond to the common concerns of people around the world.

China has always been maintaining a global vision, concerned about the future humanity with a global perspective, firmly grasped the general direction of the world's scientific and technological progress and the major trends of global industrial changes. It has deeply participated in international innovation cooperation, and continued to contribute its wisdom and strength in global actions to promote the scientific and technological progress of humanity. At present, China has established scientific and technological cooperation relations with more than 160 countries and regions, participated in more than 200 international organizations and multilateral mechanisms, held regular meetings of joint committees on scientific and technological cooperation with 90 countries and regions, signed 115 intergovernmental agreements on scientific and technological cooperation, and formed 10 major innovation dialogue mechanisms. The China Association for Science and Technology and national societies have joined 372 international scientific and technological organizations, and participated deeply in the International Thermonuclear Experimental Reactor (ITER), the Square Kilometer Array (SKA) project and other international scientif ic projects, and practically promoted international science and technology cooperation in global epidemic prevention and control and public health. The internationalization of science and technology innovation has been increasing, and China's large scientific infrastructure such as the Five-Hundred-Meter Aperture Spherical Radio Telescope (FAST) and the Shanghai Synchrotron Radiation Facility (SSRF) have been opened to the world, and the Chinese space station will also welcome international astronauts. A new pattern of all-around opening is being accelerated.

In the future, China will continue to open up channels for international scientific and technological cooperation, academic exchanges, talent introduction and common development. It will continue to release innovation potential, accelerate the gathering of innovation factors, and take the initiative to initiate global innovation issues. It will design and take the lead in initiating international big science programs and big science projects. It will promote the opening and sharing of big science facilities and participate more and more deeply in global science and technology innovation governance. China will also fully integrate into the global science and technology innovation network, unite all countries in the world to make joint efforts to address common human challenges, provide a broad stage for global science and technology cooperation, and make greater contributions to world science and technology innovation.
