Promoting the Quality Development of Public Services

On January 11, 2022, the State Council Information Office held a press conference on the Fourteenth Five-Year Plan for Public Services (hereinafter referred to as the Plan). Public services affect people's livelihood and the interest of the people. The Plan classifies the whole public service system into two types according to their functions as basic and non-basic, and following the logical mainline of the different rights and responsibilities of the government in service supply, the Plan outlines the development goals, key tasks and major measures of basic and non-basic public services in nine areas: Ensuring early education, provision of qualified and sufficient teachers, employment with fair pay, universal medical treatment, old-age care, housing guarantee, support for the vulnerable, special care offered to disabled servicemen and to the family members of revolutionary martyrs and servicemen, and recreation and sports services. The Plan designs 22 indicators, including seven binding indicators and 15 anticipatory indicators. It proposes that by 2025, the public service system will be better developed, and the public service supply pattern will be basically formed, characterized with the basic guarantee from the government, diversified participation by social members, and joint contribution and sharing by the whole people. The well-being of people's livelihood will reach a new level.

On January 20, 2022, the State Council Information Office held a press conference to introduce the development of industry and information technology in 2021. During the year, confronted with a complicated and severe environment and numerous risks and challenges, the national industrial and information system insisted on coordinating epidemic prevention and control and economic and social development, forged ahead to crack difficulties, strengthened efforts on "stability on six fronts," implemented the task of "security in six areas," and carried out the strategy of building a manufacturing power and Internet power in an in-depth fashion. As a result, the industrial economy maintained overall recovery and development, and positive progress was made in information development, thus getting off to a good start in the "14th Five-Year Plan" period. The industrial and information development in 2021 exhibited the following characteristics: First, the industrial economy continued to recover and develop; second, the industrial transformation and upgrading were significantly accelerated; third, efforts were intensified to further assist the SMEs in alleviating difficulties, with increased benefits achieved; fourth, new leapfrog progress was made in the information and communication industry.
